because now CHN is still building up its forces,  they know as time goes by,  CHN will get stronger and they get weaker, so if I am a western planner, now its time to attack while CHN is still WEAK.  But of course, the only thing thats hindering them is money.  Their own economy is not doing well, and may be that wil give CHN the time needed.

As for divide and conquor,  even if all 7 millions HKer go the other way, (which isn't the case)  they cannot fractture Chinese unity.  At least I hope not.  All Chinese all over the world can disagree on many things, but as for national interest, they should be as ONE!

CHN is not in equal term with them until PLAN has 3 CVG,  10 more ballistic subs, 30 more DDG and frigates. and yes,  the ability to land  100,000 marines anywhere up to 1500 miles from the Chiese coast all within 72 hrs.
