Of course it can be tackled, its only a matter of time and money. But that's the problem, we don't know how much money and time will be spent before China can make the train. Just because you said to give them 3 years, doesn't mean that in 3 years the problem will be solved. If by buying the know how, China can acquire the know how in the fastest and cheapest way, nothing wrong with that. What matter is that now China has mastered the tech, China can start the innovation and development of her next HS train. In just a few years time span, China already has equal footing with the germans, french and japanese in HS train tech and competing for  the development of next gen HS train.
