lets say there were 10,000 postgraduate engineers working on this
"Manhattan project", they could divide the goals into 2 major parts
that are running concurrently:1. decide within 1 year as to the specs of the tracks, with provisions
to allow for dynamic changes in additional hardware supports: signalling
systems etc
- after 1 year, they can Start building the Physical Network!
[in othe words, there is Virtually NO delay in china's plans, and
that 1-yr delay is negligible and would not affect much of china's
economy!] 2. since there was no time Lost in the whole projects, the other tasks
can run according to schedules; it's Not just about money, but the resources:
engineers -- if one does not belive china can do it, then there is
SOMETHING wrong with ph.d programs at Tsinghua or other top 10 univ's.
