The state government doesn't have the money to pay for a bullet train. Californians drive everywhere and aren't used to taking trains like in China, so at least at first there will be very few riders. Moreover, the first section of track is supposed to be in the San Joaquin Valley, an impoverished agricultural area where most residents probably can not afford tickets (and don't have jobs to ride to). Obviously someone in a high place is making a lot of money off of this. They should build the first section to connect Los Angeles and San Diego instead. That way, if they run out of funding for the rest of it, it will at least connect two major cities. Southern Californians might eventually find high speed rail a viable alternative for their eternally congested freeways.
