The first step, like that of china's, should have been making copies of the engines of mig21s which india has quite a number. Right at this moment, india still needs to import spare parts for the mig21 engines.

BTW, I seriously doubt the hindis airforce wants Kaveri to power their UAV beyond one or two prototypes for photo sessions
