they are so backward that can't handle it once the technology is absorbed.  On the contrary, its more bomber technology they need. To this day all of China's planes technology even helicopters with the possible exceptionof J20 has their foreign origin especially from Russia(or former Soviet Union).  TU22M3 is not new tech today but China doesn't have it yet. China has yet to completely breakout  the bottle necks on her own. 

You will kiss my butt few years from now when the news comes out that Beijing will attempt to negotiate this OLD tech which China doesn't have it yet but need it in view the current territorial dispute Beijing has with neighboring countries and US attempt to isolate China.
