All those refit, refurbishment, whatever you call 'em, have really cost India beyond imagination. Initially, Russia told India the project would cost about $800 USD million, and in 2008 would be delivered. India just kept feeding the hungry lion money times after times. And as of now, the cost is $2.5 billion USD! So much for the big bucks and massive delay.India does not have the same capability like China to rearm an aircraft carrier. Those so-called Indian frigates were actually built initially in Russia, and later ones were reassembly (as in assembly line) in India. Factories and other facilities were setup with the assistance from Russia. India is only good at buying, buying, and still buying.
