I'm pretty sure this ship is for recon and other logistic purposes. But China is famous for soft power diplomacy. She doesn't need to show force and use threats in her own waters and on neighbors like US to Cuba, Mexico, or South America. If any nation or group dares to attack a Chinese government vehicle, they will surely be dealt with militarily or economically, whichever does the most damage for the long run. As for pirates... they're not that stupid. You can bet on sailors on this 3000 ton ship carry small arms.
